I bought the two J.S. Cook books in the Inspector Devlin Series. I am just starting to read them. I noticed that there is a third in the series in the MLP upcoming but it is not Inspector Devlin it is Inspector Riley does that mean one of the characters dies in book two?

The Inspector Devlin series was originally supposed to be three books but was discontinued after the publisher declined to publish the third book.
The Inspector Raft series is an entirely new series, with a new detective – albeit set in 19th c. London – and isn’t related to Inspector Devlin in any way.
